freeipa-server package missing on Ubuntu 20.04

Bug Description

previous releases of Ubuntu have freeipa-server package to install freeipa server
but on 20.04 only client part can be found

$ apt-cache search freeipa

That's because bind 9.16 broke the dns part of it, see bug 1874568.
