As per the description page:

 programs using FreeImage."

The static library/archove is not included in the package.

Indeed, the description is misleading as the -dev package contains the headers and development symlinks to the shared library, but no static libraries.

Considering the number of security vulnerabilities freeimage suffered from in the past, I am not in favor of providing a static build for it. Appropriate resolution of this bug should therefore focus on a rewording of the -dev package description.
