freeglut3-dev has unmet dependencies in raring

Bug Description

When trying to install freeglut3-dev on raring, I get the following error message:

~> sudo apt-get install freeglut3-dev
Reading package lists... Done
Building dependency tree
Reading state information... Done
Some packages could not be installed. This may mean that you have
requested an impossible situation or if you are using the unstable
distribution that some required packages have not yet been created
or been moved out of Incoming.
The following information may help to resolve the situation:

The following packages have unmet dependencies:
 freeglut3-dev : Depends: libgl1-mesa-dev but it is not going to be installed or
                          libgl-dev
                 Depends: libglu1-mesa-dev but it is not going to be installed or
                          libglu-dev
E: Unable to correct problems, you have held broken packages.

When trying to install libgl1-mesa-dev separately, it appears as though it's depending on an older version of libgl1-mesa-glx:
The following packages have unmet dependencies:
 libgl1-mesa-dev : Depends: libgl1-mesa-glx (= 9.0.2-0ubuntu1) but 9.1~git20130104.r1.b8b1d61e-0ubuntu0ricotz~quantal is to be installed

Release: Ubuntu 13.04 Raring Ringtail (development branch)
Candidate for freeglut3-dev install is: 2.6.0-4ubuntu1

Thanks for taking your time to report this issue and help making Ubuntu better.

I am not able to reproduce this issue on an up to date 13.04 install. Freeglut3-dev installed fine without any problems. Are you still able to reproduce this issue?

Is this related to mesa and not being able to get the Gnome 3D desktop to load in 13.04 Raring?

I ask because one recommendation was to install freeglut3-dev. When I try to install I get the same message:

If I run apt-get install -f, my output is this:

Reading package lists... Done
Building dependency tree
Reading state information... Done
0 upgraded, 0 newly installed, 0 to remove and 0 not upgraded.

If I run dpkg --configure -a, I get nothing!

I had to force an upgrade to Raring. My previous upgrade to Quantal failed, and I had to complete it as root in the terminal. I believe the system stored that as a "server upgrade," so that a "desktop upgrade" would no longer work.

Maybe there is a bug in do-release-upgrade or the upgrade process or I just created too many issues. I consider it to be a bug if a system upgrade doesn't work.

If I do an upgrade with a full reinstall, I may not bother with Gnome as an alternative desktop. My primary session, KDE and the desktop effects work without mesa on plasma desktop. I'll update if someone asks, and there is something to report.

Fwiw, I'm still not able to reproduce the issue here.
