Menubar disappears in fullscreen mode with Unity in 12.04

Running Freeciv-GTK under 12.04 with Unity.
After using Alt-Enter to get into full-screen mode there is no way back. Alt-Enter no longer works and critical menus can no longer be activated.
Freeciv developers respond that bug is with Unity, not Freeciv.

(Freeciv developer here) Well, I can't reproduce the problem with an equivalent version of Freeciv on a non-Unity system (Ubuntu Lucid), so I suspect the problems (non-functional Alt-Enter + lack of access to main menubar) are some interaction with Unity.

In fact I think they may be the same problem -- the Alt-Enter keystroke for fullscreen works because it's on a menu, so if the menubar stops being displayed when Freeciv goes full-screen, that keystroke will stop working too.

Running under Gnome brings back the Menu bar, so I can uncheck the
full-screen option, but Alt-Enter still not working either into or out
of Full-screen mode.

That's odd -- you said Alt-Enter worked to get *into* fullscreen with Unity, but not out; but with GNOME it doesn't work in either direction?
Do other keyboard shortcuts listed on menus work under GNOME?

Sorry, my mistake.
Alt-Enter (and all other shortcuts AFAIK) work in all operating modes (Gnome & Unity) under Ubuntu 12.04 provided I stay on the QWERTY area of the keyboard.
Confusion arose because I did not realise that it does not work with the Enter key on the keypad extension.
The original problem remains; the menu bar in Freeciv version 2.3.1, gui-gtk-2.0 client disappears in full-screen mode running under Unity in Ubuntu 12.04.
This problem does not occur running under Ubuntu 11.10 with Unity, or under 12.04 with Gnome.

This bug also effects me, I'm running Cinnamon 1.6.4 on Ubuntu 12.10

However, the menu bar does not dissapear immediately, only after 2-3 minutes of playing.
