Unity breaks nations menu

Bug Description
When running freeciv under Unity, the action buttons on the Nations menu are missing. I think they are a sort of second menu and Unity only shows the main window menu in the global menu.

I've marked this as a duplicate of #743265, as they are both issues with unit eating the menu in freeciv. I'll leave this as incomplete until the unity people have a chance to decide if its a bug for them or freeciv (i may forward this to freeciv upstream if i find time before then)
