finger print login misbehaving, claims new fingerprint is duplicate

Bug Description

fprintd
User login has 2 existing fingerprints (thumb and index). Attempting to add 3rd middle finger results in error "print is duplicate". Attempting to add using ring, little or other finger also fails.
~$ lsb_release -rd
No LSB modules are available.

Searching on help.ubuntu.com, ubuntu forums and ask ubuntu did not show this issue, although other problems with fingerprint login were reported.
