Thank you for taking the time to report this bug and helping to make Ubuntu better. This particular bug has already been reported and is a duplicate of bug 1568072, so it is being marked as such. The issue you are encountering is that you installed the fpc package from upstream (probably when you were installing the lazarus package). The lazarus team is not making packages that are fully compatible with how fpc is packaged in Debian/Ubuntu, so this is not something that can be fixed on our side.

You can fix the issue on your system by running
apt-get remove fpc
apt-get install fpc
