Provide URW Base 35 fonts in OTF format

As of version 5.3, LibreOffice no longer supports Type 1 fonts, making these commonly used fonts unusable by default. See: https://bugs.documentfoundation.org/show_bug.cgi?id=104701.

From the perspective of ordinary users, their documents will have stopped working for no apparent reason. While it is possible to convert the fonts manually, such users have no idea how font formats work, where to find the files, or how to convert them. Furthermore, they are difficult to find online. The only obvious results I got was the GitHub repository created recently by the original commissioners: https://github.com/ArtifexSoftware/urw-base35-fonts.

In my mind, there are two possible solutions: (1) provide separate packages for Type 1 and OTF, and (2) provide both as one package. It looks like Fedora has done #2: https://bugzilla.redhat.com/show_bug.cgi?id=1496466 (comment 26). I prefer #1, since either or both can be installed by default, and the user can install/remove them independently as well. Several other font packages work like this already.

Ideally this would be done in time for 18.04 LTS, since it is highly relevant to users updating from 16.04 LTS, which predated the relevant change in LibreOffice.

Having a look into what the package installs, .otf versions of the fonts are present, so this bug should be fixed already.
