Update Noto Emoji to April 2018

Only one major change: the "pistol" emoji has been changed from a realistic gun to a toy squirt gun.

Test Case
==========
Install the update on Ubuntu 18.04 LTS
Open the Characters app (gnome-characters)
Search for pistol

Verify that the pistol is now an orange squirt gun.
Verify that other emoji in the Characters app look ok.

Regression Potential
====================
Very minor. It's only an emoji font.

I installed the font update and verified that I see the orange water pistol and that other emoji look fine in the Characters app.
