Upstream maintainer is Google. This is the same font that is used for color emoji support for stock Android devices such as the Google Pixel.
Debian Maintainer is the Debian Fonts Team which is small, so I expect the Ubuntu Desktop team will help to maintain this package and keep it synced with Debian.
