Service managed by fleet is periodically restarted

Bug Description

Tested fleet 0.11.5 deb package on both Ubuntu 16.04 and 15.10 and i experienced an issue with the "units structure" that causes the units (services) to be restarted periodically (every loop).
Investigation by the fleet team suggest there might be an issue with the package (dependencies, etc)

Package: http://packages.ubuntu.com/xenial/fleet

1. Ubuntu 15.10 or Ubuntu 16.04
2. http://launchpadlibrarian.net/223781734/fleet_0.11.5+dfsg-1_amd64.deb
3. Create unit, submit it to fleet and it runs
4. Unit starts, then every 5-10 seconds it restarts

Since you pointed to the same upstream bug 1402 as bug 1568902, I'm marking this a duplicate of that bug. Please look at the other bug report to see if there is any missing information that you can provide, or to see if there is a workaround for the bug. Additionally, any further discussion regarding the bug should occur in the other report. Feel free to continue to report any other bugs you may find.
