The reason for this issue is Acquire::http::Proxy "false"; line that was added to my /etc/apt/apt.conf file by something.

It seems this apt.conf line same from old debian installs... I'm not sure if the fix should be in apt itself or the flashplugin script, but flashplugin should at least work around it by unsetting APT_PROXIES is it equals "false" in postinst, line 59.

This is a dup of Bug #409119

Actually Bug #409119 is about the install succeeding regardless of the success of the plugin install, not really dup after all.

I experienced this bug on a machine that was initially installed with Kubuntu 6.06 (Dapper) and then upgraded all the way through to 11.04.

Comment #3 fixed the problem for me.

Maybe Bug #46776 caused the broken entry in apt.conf.
