Bug Description
Binary package hint: flashplugin-nonfree
new with ubuntu and tried to find a way installing flash plugin. ended up with mentioned package that causes trouble. De-installation not possible due to severe inconsistency (usr/bin/dpkg). Asks me to re-install prior to uninstalling. Also not possible.

That distro have reached EOL since a while; and such problem has been resolved long time ago.
