wget should be a depency of flashplugin-nonfree

When building a chroot environment for 32bit applications, wget is not installed. When installing flashplugin-nonfree fails to because it needs wget. I think it should be in the dependencies of the package flashplugin-nonfree.

The libxmu6 missing dependency is valid, will add that in the next revision.

wget is a dependency of debootstrap, which is the canonical method of building a 32-bit chroot. wget is also a dependency of ubuntu-standard. Therefore, I'm rejecting this bug.

I do think wget should be a dependency:
1. I encountered an error while installing flashplugin-nonfree in my chroot 32-bit environment, others will encounter it too.

2. debootstrap afaik is not installed in the chroot itself and therefore wget is not installed as well.

Correct me if i'm wrong...
