Bug Description

The flash-kernel package does not yet support the riscv64 architecture.

Ubuntu's version of GRUB can load device-trees copied by flash-kernel to the /boot/ directory via the devicetree command. This will ensure that we use a device-tree for booting that matches the Linux kernel.

No feature freeze exception is needed as for riscv64 this is a new package. No changes are made for other architectures.
