Bug Description
To reproduce:
* Enable Assistive Technology support.
* Make sure firefox, firefox-globalmenu, and accerciser are installed.
* Make sure Unity is the active desktop.
* Start firefox. The firefox menu should show up at the top of the screen.
* Start accerciser, and find the "Navigation Toolbar" item under Firefox.
Expected result:
* The menubar is present and is a sibling of "Navigation Toolbar"
Actual result:
* The menubar is not present.
Note that this is not a problem for gtk menus. One can easily find the menu of a gtk window among the accessibles even though it is not being drawn. Removing the firefox-globalmenu package and restarting firefox makes it possible to find the firefox menubar accessible, but it also moves the menubar back into firefox.
