mouse scroll wheel suddenly stops working

Bug Description

When displaying certain websites (e. g.
https://bugzilla.ubuntulinux.org/show_bug.cgi?id=1919), scrolling down and up
with the mouse wheel works up to a certain point, then it suddenly stops.
Scrolling back with Cursor or Page Up/Down still works, and as soon as the page
is scrolled above the "magic line", the mouse wheel works again (but again only
for the upper part of the page).

I've seen this as well, but I can't seem to find a bug report upstream yet. One
should probably be opened, if anyone can find a reproducible test case.

If I scroll around in bugzilla enough, it eventually happens, and the wheel goes
non-functional. Sometimes, though, if I scroll with the scroll bar a bit, it
comes live again. Maybe some element focus issue?

This bug is apparently fixed in trunk build 2005-03-11. Could someone please
make a patch and put it up over hoary-updates?

(Technically the bug is FIXED and I'm marking it as so, but we need this ported
into the Hoary build of Firefox.)

A bug is only marked as FIXED when it's fixed in the distribution.
Also, this bug is no where near important enough to fix in Hoary without good
reason.

I get the same in Breezy. Does anyone have a work around or a fix for it?

test case

Here's a tiny HTML file (attached) which exhibits the bug every time for me.

I see the problem in these cases:

in firefox_1.0.6-1ubuntu14_i386.deb
in firefox_1.0.7-0ubuntu15_i386.deb
in breezy kernels 2.6.12-8-386 and 2.6.12-9-386
in my old profile, and in a freshly made one

I *don't* see the problem in the pre-compiled firefox 1.50beta1 from
mozilla.org.

Note that I don't have a mouse, I use a synaptic touch pad on a laptop. I run
my finger up and down the right hand edge of the touchpad to scroll windows up
and down, and this is what I'm seeing locking up. I guess as far as firefox is
concerned it makes no difference.

The upstream bug report contains a large and complex discussion. This bug has
existed pretty much forever upstream. So, I think that this is not the kind of
thing that we ought to be carrying a patch for. This will be fixed in dapper
when we take the new upstream.
