When restoring a previous Firefox session, minimised windows appear briefly

Bug Description
When restoring from many windows and tabs, windows flicker around for a while. This includes windows that were minimised when Firefox was closed. The window opens then minimises a moment later, unless it is the original window which stays unminimised.
Tested on Natty.
Steps to reproduce:
* Start a guest session.
* Launch Firefox.
* Edit Preferences to 'Show my windows and tabs from last time'.
* Hold Ctrl-T for a second.
* Load a specific page to make a note of the original window. (Ex: ddg.gg)
* Press Ctrl-N.
* Hold Ctrl-T for a second.
* Repeat the previous 2 steps until there are 10 windows in total.

* Press Super-D.
* Press Alt-Tab.

Notice that only 1 window is unminimised and it isn't the original.
* Press Ctrl-Q.
* Launch Firefox.

Notice the flickering of windows appearing and minimising.
Notice that the original window is unminimised, so there are now 2 unminimised windows.
Minimised windows shouldn't even appear; they should /start/ minimised. The original window should also stay minimised.
