When scrolling image sometimes stays the same till the fps renews.

Sometimes when I watch a flash game or maybe scrolling a page or when opening a new tab the image wont show (or wont renew what Its showing at the time I have to go to the bar and scroll with the bar instead of the mouse to fix it).

Also happens when writting text in any social network and the dialog will show what I wrote before and wont show what Im writting at the moment till I press enter and send the messege.
