Firefox doesn't recognize Ctrl+Shift+W with Caps Lock as Ctrl

Bug Description

  affects ubuntu/firefox

With Caps Lock set as an extra Control key, Caps Lock + Shift + W should trigger
the action for Ctrl+Shift+W under Firefox, but does not. Instead, nothing happens.

Using any of the normal control keys for this works.

Turns out it is a keyboard wiring issue. For quite a number of keyboard models, Capslock + Shift + <key> don't work for a number of keys, confirmed by xev. I managed to find one keyboard where Capslock + Shift + W works sometime back, but don't recall the keyboard model though.
