I have the same problem.
No traceback if I run firefox in a console.
If I comment the xmls sections on lines 1140 and 1343 of /usr/share/firefox/chrome/browser/content/browser/browser.xul, I can run firefox, but it is not usable (no tabs, and a big message at the bottom: "--------^ <menuitem id="menu_HelpPopup_reportPhishingtoolmenu" ")

Same problem here running firefox 1.99+2.0b2+dfsg-1ubuntu1 with Dutch locale.
It's a locale problem since running:
$ LANG=en firefox
from a terminal works.

The problem is mozilla-firefox-locale-nl-nl is still1.99+2.0b1ubuntu1-2.

Changed in firefox:
status: Unconfirmed → Confirmed
