Prolonged startup when loading last sessions open tabs

Bug Description

To reproduce (on my machine):
1. Open the following tabs:
http://
http://
http://
http://
2. Close browser
3. Restart computer and browser
The problem occurs now, the tabs attempt to open, but all tabs get stuck at loading, and say 'loading'. Even waiting for a long time does not seem to result in the pages loading.
To fix, if I close the browser, and then restart, all the tabs load very quickly.
