What do you mean its not available anywhere? simple google search found alot also there is a build on ftp.mozilla.org. http://ftp.mozilla.org/pub/mozilla.org/security/nss/releases/NSS_3_2_1_RTM/src/nss-3.2.1/mozilla/security/nss/cmd/

this has been fixed in gutsy by upload of nss source package. it provides a tools package: https://launchpad.net/ubuntu/+source/nss/3.11.5-3
