Scrollbar doesn't highlight after drag

Bug Description

After dragging the horizontal or vertical scrollbar handle and releasing the mouse button, the scrollbar handle is redrawn without highlighting. As soon as you move the mouse the highlighting is reapplied, this looks awkward and definitely not intended. The solution would be to highlight the handle after mouse-drag has been completed and the cursor is still hovering over the handle.

Steps to reproduce:
- Drag the scrollbar handle a few inches and keep the cursor over it at all times
- Release the left mouse button but don't move the mouse
- Observe that the handle is not highlighted anymore
- Move the mouse slightly
- Observe that the highlighting is reapplied

Perhaps this should be addressed upstream ?

I think upstream could fix this as the problem is apparent using a wide variety of GTK2 themes and does not seem to be bound to Ubuntu.
