Breezy->Dapper upgrade breaks on firefox-dev

Bug Description

A breezy to dapper upgrade fails with the following error:

Preparing to replace firefox-dev 1.0.7-0ubuntu20 (using .../firefox-dev_1.5.dfsg-4ubuntu5_i386.deb) ...
.deb) ...
mv: cannot move `/usr/include/mozilla-firefox/nspr' to `/usr/include/mozilla/nspr': No such file or directory
dpkg: error processing /var/cache/apt/archives/firefox-dev_1.5.dfsg-4ubuntu5_i386.deb (--unpack):
 subprocess pre-installation script returned error exit status 1

  * mkdir /usr/include/mozilla in firefox-dev.preinst to avoid
    maintainer script sometimes preventing installation.
