Keyboard accelerators don't work in none-latin keyboard layout

Keyboard accelerators (ctrl+A, ctrl+C, ctrl+V etc) work properly only in English
and don't work at all in other none-latin layouts (eg Russian, Ukrainian)

Please consider the possibility that this is NOT an upstream. I can see this behavior with OpenOffice2 and Konqueror as
well.

If the active keyboard layout of the keyboard is en_US then the accelerators seems to be fine, I can then change the
active layout to he_IL (Hebrew), and the accelerators looks OK (I.E. description of the accelerator key combination looks
right), however if the application was started when he_IL was active, then the description of the accelerator key
combination in the menu looks screwed up. It looks like: "Ctrl+[]" (the [] is an ASCII-art representation of a missing
glyph that looks like an empty square).

I have first seen this breakage when I upgraded Hoary => Breezy. Prior to that I was keeping Hoary with the up-to-date
KDE, so it looks like a Breezy issue.
