Hello,
Is there perhaps anything unusual about your system setup, for example home directories being located at a different/unusual location?
Would you be able to try restarting the following snapd services, in case it may help?
sudo systemctl restart snapd.seeded. service
sudo systemctl restart snapd.service
If it doesn't help, could you also try purging and reinstalling snapd:
sudo apt purge snapd
sudo apt install snapd
sudo snap refresh snapd
Also, are you still able to reproduce this issue today?
