Cannot drag Firefox tab to new window over desktop

Bug Description

Firefox allows the user to move a tab into a new window by dragging it out of the window. Since Kubuntu 15.04 this fails if the end point of the drag is over the desktop. The mechanism still works if the end point is over an application window (does not seem to matter what the other application is, so long as it is not the desktop background)

Reproducible: always

Steps to reproduce:
1. Open Firefox
2. Open a tab
3. Drag tab out of the Firefox window to a point where the desktop background is visible. The new window is not created and the tab remains in the original window.

Expected behaviour:
In step 3, a new Firefox window should be opened that contains the tab that was dragged out of the first window.

This issue is still present in Xenial.

We are sorry that we do not always have the capacity to review all reported bugs in a timely manner.

The 15.10 and 16.04 releases of Kubuntu are no longer receiving maintenance updates. I'm unable to reproduce this bug with Firefox 69 and Kubuntu 19.10 in a live session. If this is still an issue using any other maintained version of Firefox and Kubuntu please let us know otherwise this report can be left to expire in approximately 60 days time.
