first excuse my english ;)

a temp solution is set the owner of /home/adridev/.gnome2/accels directory to your user name with

$ sudo chown -R [username] ~/.gnome2/accels

or tofull home directory with

$ sudo chown -R [username] ~/

In Ubuntu 13.04 is not a directory for. Gnome2
There is no problem in the new profile.

PS
The problem started after reinstalling Ubuntu.
The rights to all of the folders in your home directory are correct.
