firefox scroll bug <Up> confused with <Home>

Bug Description

Open any webpage whose contents are taller than the firefox window. Good in-house examples are bug reports on launchpad.
When the page has finished loading, type <End> on the keypad, type <Up> on the keypad, type <End> again, and type <Up> again.

The scrolling is different the second time. The page scrolls to the bottom correctly when typing <End>, but typing <Up> the first time makes the page scroll all the way to the top, instead of scrolling just one line up, i.e. <Up> works like <Home>. But after that, typing <End> and then <Up> the up-scrolling works correctly with the page scrolling up by one line.

This is a quite annoying bug because it is a common usecase to need to scroll to the bottom of web forums and bug trackers and then scroll up a few lines to see the previous comment.

This happens on every scrollable webpage, without any addons, in safe mode.

Also, typing <Down> for the first time after loading a long webpage scrolls to the bottom, instead of just one line down, i.e. <Down> is behaving like <End>. After using it once, <Down> starts working normally on that webpage. But if you open another new webpage, the bug happens all over again.

Thank you for taking the time to report this bug and helping to make Ubuntu better. We are sorry that we do not always have the capacity to look at all reported bugs in a timely manner. You reported this bug some time ago and there have been many changes in Ubuntu and Firefox since that time. Your problem may have been fixed with some of the updates.

It would help us a lot if you could test on a currently supported Ubuntu version. When you test it and it is still an issue, kindly upload the updated logs by running only once in a terminal:

apport-collect 1091189

and add any additional information that you think relevant. Alternatively, please confirm that this is no longer a problem and that we can close the report. If we do not hear from you this bug report will close in approximately 60 days time.
