areas damaged by alt text popups are not redrawn properly if the window is scrolled

Steps to reproduce:

  1. Load https://launchpad.net/ubuntu in Firefox
  2. Mouse over "Branches" and wait for the tooltip to appear
  3. Before the tooltip disappears, use the mouse wheel to scroll down

Observed behavior:

  The tooltip will disappear. The area of the page where the tooltip was will remain grey and not be redrawn.

Expected behavior:

  The tooltip should disappear, as it does. The area of the page affected should be redrawn.
