page looks like it is in full page and not on full page

Binary package hint: firefox-3.0

I do not have my browser on full page but, it is like it is in full page. This has done it like 5 times. I uninstall it and then reinstall it. This time it is not working. i would show you but not sure how.

i use Ubuntu 8.10

I want to see my top and bottom panel and i can not. How do I fix this?
