Thank you for taking the time to report this bug and helping to make Ubuntu better. Please answer these questions:

* Is this reproducible?
* If so, what specific steps should we take to recreate this bug?

I have tried to reproduce this issue by scrolling with the wheel on my mouse and am not able to.
This will help us to find and resolve the problem.

Changed in firefox-3.0 (Ubuntu):

This still happens: when I scroll quickly down on a web page that has not completely loaded. When I restart Firefox it returns to the last loaded page.

If I am patient enough to let the page load I don't have this problem.

Getting faster internet service has reduced occurrences of this problem greatly.
