Firefox on Kubuntu cannot self-install Flash plugin, and gives no reasons why or how to fix

Bug Description

When browsing to a webpage that uses Flash for the first time in Firefox, the user is presented with the option of installing Flash. This fails every time, with no explanation nor suggestion to the user. Tested on Kubuntu 9.04 RC from four different discs: i386-livecd, i386-alternative, amd64-livecd, amd64-alternative.
