I'll try to provide some authoritative answers here on behalf of the development team:
In general, functionality (such as being able to render complex languages) is a higher priority than performance.
The Firefox builds provided by Mozilla address this problem by having separate downloads for different languages, but this approach doesn't work very well for distributions like Ubuntu which attempt to support a variety of languages.
We are fortunate in this case to be able to make a choice at runtime as to whether the heavier pango engine is needed.
However, the web is a multilingual environment, and it is not necessarily appropriate to assume that it is OK to render some languages incorrectly based on the default language of the system. I'm not entirely opposed to the idea of selectively enabling pango, but it requires some careful consideration.
Meanwhile, here's how you can help us to address this issue:
Help us to find out which languages require pango for correct rendering (I believe this includes at least all right-to-left languages, but is certainly not limited to those). The various localization teams within Ubuntu may be able to provide some assistance.
Stop claiming that Firefox is horribly broken, and changing the severity of this bug; it is purely a performance issue. Severity "Normal" appropriately reflects that this bug is significant, as most performance bugs would be classified as Minor. I've also added it to the list of bugs which will be considered for attention during the beta period. This is no guarantee that we will be able to solve it, but we will see what can be done. |

I have implemented the suggested workaround (turning off pango if no locales are built which we think need it) in 1.5.dfsg+1.5.0.2-0ubuntu2. The list of locales seems rather arbitrary and it would be nice to have some feedback.
I've confirmed using kn.wikipedia.org that pango enable/disablement does make a difference. But I wasn't able to install language-pack-kn due to Malone 42630. |
