Launching apps with multiple tabs cause all tabs to highlight

Bug Description

Binary package hint: gnome-panel

Steps to reproduce on Intrepid:
  * Start firefox and open 3 new windows on different URLs
  * Do File -> Quit. When asked about saving tabs and windows, say yes
  * Launch firefox again. When asked about restoring previous state, say yes

Expected behavior would be that firefox starts up with its windows as separate tabs in gnome-panel, with none highlighted.

Actual behavior is that ALL firefox tabs are highlighted.

that seems to be rather a firefox issue, no GNOME application do that, I just tried on intrepid and don't get the bug

Yes, it still affects the latest Ubuntu release.
