I am having exactly the same problem on Xubuntu 9.04, although recently I set up Firebird on another machine with Ubuntu 9.04 and everything worked.

So far I found a way to install firebird: just manually create /var/run/firebird/2.1, give appropiate permissions (777) and run dpkg-reconfigure again.

it's already fixed in debian , but i have to create an SRU so it can be patched in ubuntu too

also there are some security issues too

I recommend to use 2.1.3 from this firebird stable ppa
