Duplicate icons appear when opened via Plank

Bug Description
This may happen using other application launchers but I've experienced it with Plank.
Drag the .desktop file to the launcher, click the icon, a 2nd additional icon appears and is marked as active.
This problem can be resolved easily by editing the filezilla.desktop file and adding:
StartupWMClass=

This is a legacy issue I believe is fixed.
Affects X11 sessions only, as plank only supports X11.
Not able to reproduce in:
* Debian unstable/sid.
* Debian testing/trixie.
* Debian 12.
* Ubuntu 23.04.
* Ubuntu 23.10.
* Ubuntu 24.04 development branch.
