'file -r' returns invalid option

Bug Description
Attempting to use the '-r' option returns 'invalid option' although '-r' is listed in the usage and man page:
$file -b -N -L -k -r s.fits
file: invalid option -- 'r'
Usage: file [-bchikLlNnprsvz0] [--apple] [--mime-encoding] [--mime-type]
[-e testname] [-F separator] [-f namefile] [-m magicfiles] file ...
file -C [-m magicfiles]
file [--help]
Expected behaviour:
'-r' works or is removed from usage (prefer the former as removing it will break a lot of things).
