encrypted zip file won't open on Windows platform

Bug Description
Steps to reproduce:
1. select file in UI
2. right-click
3. select compress from context menu
4. set/confirm file extension is .zip
5. expand "Other Options"
6. enter a password
7. click Create
8. transfer to user with Windows 7 SP1 32-bit or 64-bit or Windows 8.1 64-bit
9. in Windows open zip file
10. attempt to open file in archive, error message Title:"Compressed (zipped) Folders Error", Text:"Windows cannot complete the extraction.\n\nThe destination file could not be created." is displayed
expected result
1. on Windows open zip file
2. attempt to open encrypted file
3. get prompt for password
4. enter password
5. file opens
NOTE1: this used to work
NOTE2: if the file is compressed with zip instead of file-roller it can be opened as expected on Windows platforms
The attachment contains two files. One archive compressed/
Both zip files have the same text file for content, demo.txt
Password abcd123 used for both methods.
