file roller can't extract a .tar.gz

Bug Description

This errors happens when you peform a right click on a *.tar.gz file and then click on "Extract here". Basically it shows a window with an error message informing that the operation could not be performed and do nothing else.

Bug also exists in 32bit version of 13.10
Can't right click and "extract here" e.g. downloaded makemkv tar files.
Get the same error with archive manager.
Operation fails with the message "Error Setting Owner: Operation Not Permitted".
