If PC shuts down incorrectly, Ubuntu doesn't work anymore

Bug Description
If the power is killed unexpectedly, Ubuntu will start back up again and scan the drive for errors to fix the problem. However, upon doing so it will not be able to find the /tmp directory. Once this occurs, when Ubuntu goes to start again it will show the distro menu pop up (which never usually does) where you choose the Ubuntu kernel you want to start. Upon doing that it will load for a bit and lock up each and every time. Every time this has happened to me I have had to reinstall Ubuntu. Shutting down incorrectly seems to really affect this distro, I have never had this issue before.
