cannot switch users if 3 or more users are logged in

Bug Description

When three (or presumably more) users (local or LDAP) are logged in, locking the screen and pressing the "Switch User" button on the unlock screen dialog causes the screen to flash several times (similar to what occurs when changing monitor resolution), then going blank. Moving the mouse or pressing keys causes the switch user dialog to come up again for the same user, making it impossible to switch users. This is consistently reproducible. Sometimes, instead of dropping back to the switch user dialog, it drops to a blank screen with a blinking cursor, or a blank screen with the message "mountall: Disconnnected from Plymouth".

We tried updating one workstation to Oneiric. The issue was still present, except it would always drop down to the blank screen, instead of giving you the same switch user dialog. This would suggest that it tries to switch to the next tty to start a new X session but is unable to start the new X session.

We have 12 workstations with ATI cards (model is in the lspci output) and 6 with Nvidia cards using the same image. This issue only occurs on (all) the workstations with the ATI cards, not the ones with Nvidia cards.

Downloading the driver from ATI's website and installing it manually made no difference.

Could be related to bug #939858

Could you please have a look at /var/log/Xorg.*.log and look for lines starting with (EE) fglrx?
