Installer did not create /etc/ati folder and files

Bug Description

Ubuntu 10.10 maverick amd64

Bought the ati juniper 5750 card for more 3d power, the juniper have none 3d support with free radeon drivers so i have to install the fglrx. The install runs into bogus, the closing "aticonfig --initial" could be executed cause there was no /etc/ati folder in the filesystem.

So i searched all fglrx* packages with midnight commander and copied the folder with his files in place. Now the aticonfig runs well and fglrx was able to give me the desktop back. This is a ugly bug, cause so many things like jockey relies on a running desktop and this borkes the desktop up.
