Bug Description
Scaling windows with Kwin is horrendously slow when compositing is enabled. This is on a fast machine with an ATI graphics card.
Scaling a window, when you move the mouse, it seemingly won't react. After a pause, it will scale to the point the cursor is at. The window might "jiggle" a split second before the scale occurs.

I guess you're talking about resizing :-)
Yes it's slow because the window content is shown - not much we can do about it as that's drivers territory. Qt 4.6 will implement the XSync protocoll which might improve the speed of resizing.
There is an option to show window content while resizing (systemsettings -> window behaviour -> Moving -> Display content in resizing windows). If that option is not set resizing will be fast (but also ugly). There will be a resize effect in KDE 4.4 which will highlight the changed area in size. So no live content update, but fast.
