Under openSUSE 11.1 (64bit) it seems that with catalyst 9.5 the problem is gone (I am using an ATI Mobility Radeon HD 3650). The X server starts up just fine without using "aticonfig --acpi-services=off". (This also solves a problem with the HDMI output (hot-plug) recognition.)
I am sorry, that I cannot test this under Ubuntu at the moment. As the problem seems to be rather distribution independent, this information might be valuable anyway.
