You cannot install the AMD legacy Catalyst/fglrx on Ubuntu 14.04/Trusty. AMD has not updated its legacy driver for modern versions of the kernel or Xserver, and Canonical cannot fix it since it is closed source.

Your best option is the open-source radeon driver, which is installed and used by default.
