fglrx DRI initialization fails on Radeon HD 7660G (Trinity)

Bug Description
After upgrading from Precise to Trusty, I can no longer activate OpenGL desktop effects in KDE. Upon investigating, I find the following in the Xorg.log file:

Purging fglrx and fglrx-amdcccle and reinstalling the driver doesn't fix anything. The previous driver on Ubuntu Precise worked fine (fglrx 12.104, if I recall).

Turns out fglrx was in /etc/modprobe. d/blacklist- local.conf for some reason. After removing it, the Catalyst driver works fine. Marking the bug as invalid.
