suspend/resume fails on Ubuntu 13.10 with fglrx (AMD/ATI driver)

Bug Description

Ubuntu 13.10 fails to correctly suspend/resume my laptop (HP EliteBook 8470w) when using the fglrx driver.
It worked fine on Ubuntu 12.10 (with fglrx).
After resuming my laptop from suspend, I'm getting a black screen and the system is unusable (not responding to any keys).

I've ran the following command to debug this problem:
sudo sh -c "sync && echo 1 > /sys/power/pm_trace && pm-suspend"
And this is what I've found after reboot (forced reboot after failed resume from sleep):
