Saucy 13.10 fglrx only works when installed from console

Bug Description
HP Pavillion, Radeon HD 6770M
Ubuntu 13.10
If fglrx is installed from Software & Updates > Additional Drivers, upon reboot I get a black screen with a cursor (cursor freezes if I try to move it around) after getting past the login screen.
I did Alt+F1, purged fglrx (sudo apt-get remove --purge fglrx fglrx_* fglrx-amdcccle* fglrx-dev*), rebooted (open source driver was working), and installed fglrx from the console (sudo apt-get install fglrx fglrx-pxpress) and voila, fglrx installed and working.
